Cathy Busby is Canadian artist based in Halifax, Nova Scotia. She has a PhD in Communication (Concordia University, Montreal, 1999) and was a Fulbright Scholar at New York University (1995-96). She has an MA in Media Studies (Concordia University, 1992) and a BFA (1984) from the Nova Scotia College of Art and Design. She has been exhibiting her work internationally over the past 20 years.

Budget Cuts is a continuation of her work, We Are Sorry. She compiled a list of Aboriginal organizations whose budgets had been severely cut since the federal government’s 2008 apology for the Indian Residential School system. It was originally installed as a billboard outside of AKA Gallery in a high-density Aboriginal neighbourhood in Saskatoon. The colours used match those immediately surrounding the site: for example, yellow of the pavement marking line on the street, pink and red of the attached building and aqua of the AKA Gallery sign.
